The state Returning Officer, Prof. Teddy Charles, of the Federal University, Otuoke, Bayelsa State, said in Calabar on Monday that Otu polled 278,619 votes to defeat Senator Sandy Onor of the Peoples Democratic Party who came second with 179,636 votes
