EFCC, ICPC, CCB to Be Merged as Tinubu Orders Full Implementation of Orosanye Report

The Economic and Financial Crimes Commission, EFCC, Independent Corrupt Practices and Other Related Offences Commission, ICPC, and Code of Conduct Bureau, CCB, are to be merged.

This is sequel to the approval, by President Bola Ahmed Tinubu, for the total implementation of the 2012 Orosanye Report. 

The development is contained in a statement issued by the Minister of Information and National Orientation, Mohammed Idris, while addressing State House Correspondents in Aso Rock, Abuja, shortly after Monday’s Federal Executive Council, FEC.

Following the order, several other federal agencies are to be scrapped, relocated and or subsumed for effectiveness. ⁣

It noted that the merging, subsuming, scraping and relocation of several agencies of government became imperative following the need for better and optimal performances by the affected agencies. 

“So in a very bold move today, this administration, under the leadership of President Bola Ahmed Tinubu, consistent again with his courage to take very far-reaching decisions in the interest of Nigeria, has taken a decision to implement the so-called Oronsaye Report.⁣

“Now, what that means is that a number of agencies, commissions, and some departments have actually been scrapped. Some have been modified, and marked while others have been subsumed. Others, of course, have also been moved from some ministries to others where the government feels they will operate better,” said Idris. ⁣

To underscore the urgency of the Presidential order, the implementation process is expected to be completed within 3 months or twelve weeks. 

Among other recommendations, the Orosanye Report, submitted in 2012, revealed that there are over 500 statutory and non-statutory federal government parastatals, commissions, and agencies, most of which are redundant, performing either under par or duplicatory functions.

Former President Goodluck Jonathan set up a Presidential committee on Restructuring and Rationalisation of Federal Government Parastatals, Commissions and Agencies, under the leadership of a former Head of Civil Service, Stephen Oronsaye.

Orosanye went on to produce an 800-page document which revealed that 263 of the statutory agencies be slashed to 161, with 38 completely scrapped, 52 merged and 14 be reverted to departments in various ministries.⁣

It also recommended that the law establishing the National Salaries and Wages Commission be repealed, its functions taken over by the Revenue Mobilisation and Fiscal Responsibility Commission, RMAFC. 

In addition the report, the document advised the federal government to merge its anti corruption agencies
